The duty of the King is to protect and nurture his Prajaa. Here Praan is the King. All the senses of our body are its Prajaa be it speech or hearing or even mind. They are all under the guardianship of Praan as Praan provides them energy. Praan is water based, it derives its energy from there.
वि दु॒र्गा वि द्विषः॑ पु॒रो घ्नंति॒ राजा॑न एषां ।
नयं॑ति दुरि॒ता ति॒रः ॥
Translation:
राजानः - King.
एषाम् - Those Yajmans.
पुरः - From front.
दुर्गा - Inaccessible.
दि ध्नन्ति - To destroy.
द्विषः - hostile enemies.
दुरिता - Of Sins.
तिरः - To save.
Explanation: Varun and other devtas are like Those devtas who destroy the forts etc of the enemies. They destroy the sorrows of Yajmans from its roots.

भाषान्तर:
राजानः - राजा .
एषाम् - ह्या यजमानांचे.
पुरः - समोरून.
दुर्गा - दुर्गम.
दि ध्नन्ति - नष्ट करणे.
द्विषः - द्वेष ठेवणारे शत्रू.
दुरिता - पापांचे.
तिरः - वाचवणे.
भावार्थ:वरूण इत्यादी देव राजा सारखे शत्रूंचे किल्ले नष्ट करतात. ते यजमानांचे दुःख मुळातून नष्ट करतात.
गूढार्थ:राजाचे कार्य असते की प्रजेचे संरक्षण आणि संवर्धन करणे. इथे प्राण राजा आहे आणि सगळी इन्द्रिये त्याची प्रजा आहेत जर ती वाक् असो की कान असो किंवा मन असो.हे सगळे प्राणाच्या संरक्षण मध्ये राहतात कारण की त्या सगळंना उर्जा प्राण देतो.प्राण जलमय असून त्यास तेथूनच उर्जा मिळते.

पुरः - सामने।
दुर्गा - दुर्गम।
दि ध्नन्ति - नष्ट करना।
द्विषः - द्वेष करनेवाले शत्रु।
दुरिता - पापों का।
तिरः - बचाना।
भावार्थ:वरूण इत्यादि देव राजा के समान शत्रुओं के किले आदि नष्ट कर देते हैं।वे यजमानों के दुख को जड से मिटा देते हैं।
गूढ़ार्थ:राजा का काम है कि वह प्रजा का संरक्षण और संवर्धन करे।यहाँ प्राण राजा है और समस्त इन्द्रियाँ उसकी प्रजा है चाहे वह वाक् हो,कान हो या मन हो, ये सब प्राण के संरक्षण में ही रहते हैं क्योंकि उनको प्राण से ही उर्जा मिलती है। प्राण जलमय है वहीं से उर्जा मिलती है।
