Here it is said that all the devtas are Vibhuti's of Parmatma. Here Rudra dev stands for Karmendriya or the senses. We can sit in an Aasan if our legs are alright, we can work towards good deeds if are hands are alright and we can pronounce clearly if our speech is proper. When all this proper our mind becomes introvert. At this stage it acquires gentleness and purity. Good thoughts appear in our mind. It becomes Samprasad. That time mind along with emotions becomes Sachidanand.
कद्रु॒द्राय॒ प्रचे॑तसे मी॒ळ्हुष्ट॑माय॒ तव्य॑से ।
वो॒चेम॒ शंत॑मं हृ॒दे ॥
Translation:
प्रचेतसे - Intelligent.
मीळ्हुष्टमाय - One fulfilling wishes.
तव्यसे - Intelligent.
हृदे - One close to heart.
रूद्राय - Rudra dev.
कत् - When.
शंतमम् - Beautiful strotra.
वोचेम - To learn.
Explanation:Here it says that What type of Beautiful strotra should be recited to the strong, happy and the one with special intelligence Rudradev.

भाषान्तर:
प्रचेतसे - ज्ञानी.
मीळ्हुष्टमाय - कामना पूर्ण करणारे.
तव्यसे - प्रबुद्ध.
हृदे - हृदयात निवास करणारा.
रूद्राय - रूद्रदेव.
कत् - केंव्हा.
शंतमम् - सुन्दर स्त्रोत.
वोचेम - वाचन करणे.
भावार्थ:इथे म्हटलेले आहे जे विशेष ज्ञानाने युक्त आहेत त्या बलवान आणि सुखी रूद्रदेवांना कोणता सुंदर स्त्रोत ऐकवू?
गूढार्थ:इथे म्हटलेले आहे की सर्व देवता परमात्माची विभूती आहेत. रूद्रदेव इथे आमच्या कर्मेंद्रियेचे द्योतक आहेत. आमचे पाय बरोबर असणार तर आम्ही आसन लावून बसू शकतो. आमचे हात बरोबर असल्यास आम्ही सत्कर्म करू शकतो, वाणी बरोबर असल्यास आम्ही उच्चारण करू शकतो. जेंव्हा सगळे काही बरोबर असते तेव्हा मन अंतर्मुखी होते. अश्या परिस्थितीत मन निर्मल आणि शुद्ध होते. मनात सदभावाचे उद्रेक होतो. ते संप्रसाद बनतो. मन ,बुद्धी आणि भावाला मिळून सच्चिदानंद होउन जातो.

प्रचेतसे - ज्ञान युक्त।
मीळ्हुष्टमाय - कामनाओं की पूर्ति करनेवाला।
तव्यसे - अत्यंत बुद्धिमान।
हृदे - हृदय में रहनेवाले।
रूद्राय - रूद्रदेव।
कत् - कब।
शंतमम् - सुंदर स्त्रोत।
वोचेम - पढना।
भावार्थ:यहाँ कहा गया है कि जो विशेष ज्ञान से युक्त हैं उन बलवान और सुखी रूद्रदेव को किन सुखप्रद स्त्रोतों को सुनाएं।
गूढ़ार्थ:यहाँ समस्त देवता परमात्मा की विभूतियां हैं।यहाँ रूद्रदेव हमारी कर्मेन्द्रियों के द्योतक हैं।हमारा पैर सही रहेगा तो हम आसन में बैठ सकते हैं, हमारे हाथ सही रहे तो हम सत्कर्म कर सकते हैं, वाणी ठीक रही तो हम उच्चारण सही तरह से कर सकते हैं। जब सब सही होगा तब मन अंतर्मुखी होगा तब वह निर्मलता और शुद्धता प्राप्त कर लेगा।मन में सदभाव पैदा होगा।वह संप्रसाद हो जायेगा तब मन बुद्धि और भाव के साथ मिलकर सच्चिदानंद हो जायेगा ।
